Man City needed to win to narrow the gap to Arsenal to just two points and take the race to the final day of the season on Sunday.
However, a 39th-minute goal from Bournemouth's Junior Kroupi put City behind, and Erling Haaland's stoppage-time equalizer came too late for Pep Guardiola's side to turn things around.
Arsenal's final game of the campaign will be against Crystal Palace on Sunday.
It's the 14th English title for Arsenal, putting them behind only Liverpool and Manchester United at 20, and their first since 2003-04 when the "Invincibles" went unbeaten under Arsene Wenger.
Arsenal have been runners-up in the league the past three seasons.
Mikel Arteta's team have also booked a place in the Champions League final against Paris Saint-Germain on May 30.
